He's done the opposite of that, refusing to tell Fushiguro any of the things that have left his mind feeling numb, admitting to his senpai about being a cog but hiding it from other people, knowing what their reaction would be. He knows that it would just cause other people pain, but he can't manage to do anything else.
Being told he has nothing to apologise for is painful, and he shakes his head, feeling his gut twist. He doesn't want this. He doesn't want to be soothed, doesn't want to be forgiven. He feels as though being punished would make some of the guilt eating him alive, about all the mistakes he had made - because it should have been him.
